The Learning & Development Business Partner/Consultant is a Level 5 programme designed for L&D professionals who support and influence business performance by developing strategic learning initiatives and partnering with stakeholders. Individuals will achieve:

  • Level 5 Learning and Development Business Partner Consultant Apprenticeship Certificate
  • Chartered Institute of Personel and Development (CIPD) year 1 student membership
  • The option of continued CIPD membership with the associated CPD benefits

Programme Description

The Learning & Development Business Partner/Consultant programme, developed in partnership with employers, is designed to meet the growing need for strategic L&D professionals who can drive business performance through innovative learning and development solutions. The programme equips learners to act as trusted advisors, partnering with stakeholders to identify skills gaps, design impactful learning strategies, and support organisational growth.

Throughout the programme, learners build a strong foundation of L&D consulting knowledge, skills, and behaviours, covering areas such as learning needs analysis, stakeholder management, and change facilitation. As they progress towards their End Point Assessment (EPA), with CIPD, learners will demonstrate their ability to deliver strategic L&D interventions that align with business objectives.

In the long term, this programme aims to develop proactive L&D consultants who can lead meaningful change, drive continuous improvement, and create a culture of learning within their organisations. By the end of the course, learners will be well-prepared to make a lasting impact, contributing to the development of people and the success of the business.

Learning & Development Business Partner/Consultant Level 5

Programme Duration

18 Months + 5 Months for EPA

Due to the nature of the this programme it is delivered entirely remotely and as part of a cohort. Cohorts for this programme are released bi-monthly. Learners in a cohort will also be given individual time with a tutor whilst on programme.

Learners will meet with their tutor once a month for the knowledge-based part of the programme. Between sessions, assignments will be set and completed through our online platform, Smart Assessor. Every 12 weeks a progress review will take place, which line managers should attend, to discuss progress on programme.

Learners must be able to commit to the programme, have the support of your employer and your job role must align with the programme requirements to demonstrate the competencies needed to pass the End Point Assessment. For the coaching programme learners must have at least two people to coach.

Employers enrolling learners can set their own entry criteria but to be eligible for funding learners must:

  • Have been a UK resident for 3+ years or be part of an EU Settlement Scheme, spending at least 50% of time working in England.
  • Hold a contract of employment.
  • Not be enrolled in another government funded programme.

After the learning phase is completed, the learner, employer, and Intec will meet to determine if you are ready to proceed to the End Point Assessment (EPA). The EPA, conducted by an external End Point Assessment Organisation (EPAO), will evaluate whether you have demonstrated the necessary knowledge, skills, and behaviours to meet the required standards. Learners can achieve a Pass or Distinction based on their performance.

The EPA has two parts:

Work-Based Project & Discussion 75 minutes A 5,000-word report focusing on learning and development consultancy skills in relation to a business-related problem or objective. The discussion will last 75 minutes. 50%
Presentation & Q&A. 45 minutes A 20 minute presentation focusing on key points from the completed Learning Journal (to be completed whilst on programme). The presentation will then be followed up with a 25-minute Q&A session. 50%
